THE MISSION STATEMENT OF OPERATION LOCKOUT INITIATIVE

Our mission is to reach into the heart of our urban communities and impact the
lives of its youth through the means of mentorship, academic support and spiritual
development. While using the advantages and technological resources of the 21st
century, it is our goal to cultivate a nation of strong, motivated and most of all,
empowered youth to lead our society into the future. A future that we hope is more
bright and secure as a result of the love and commitment shown, one child at a
time.

THE HISTORY OF OPERATION LOCKOUT INITIATIVE 2003 and Beyond

Consumed with a fiery zeal to help teenagers embrace abstinence and prevent
teenage pregnancy, Dr. Cornelius H. Evans, a Christian pastor and long time
educator gathered a small group of young people from his local congregation and
involved them in group discussions and lessons which reiterated the principles of
healthy and responsible development. The small band of youth became known as
Operation Lockout Initiative. The name is inspired from the idea of “locking out” the
negative and degenerative influences of modern day society.

In 2003, Mr. Obbie Williams, a computer engineer,  assumed responsibility of the
Director of Operation Lockout Initiative in Dr. Evan’s stead. Within the next year the
program began to experience tremendous growth, expanding from one core
groups to three core groups servicing almost forty children on a weekly basis.  Also
the official structure of the program was adopted and the first edition of the Program
Guide was published, the staff of volunteer group facilitators increased and the use
of technology were implemented in the newly designed curriculum. Today,
Operation Lockout Initiative serves as a model program for urban youth outreach
and mentoring.
